The 4th tier ends with All out war, capture the neutral zone in the center and the battle begins! You will gain victory points to open the neutral city and make it a battle front, if your opponent gains too many victory points however you will fall back. For a better and more detailed explaination watch.
Scermishes, Battlefields and Scenerios determine your victory points. These victory points determine if you control the city or are able to even open a city for battle. For more info watch below.

I totally agree, there are many many people VERY excited about this game, I cant wait to see what is next! The trailers I have seen and the graphics shown at some of the gaming shows are AMAZING! It will more than likely pull be off of WoW.
